    Fifa has caused uproar by announcing plans to sell off stakes in the World Cup to private investment, with its intention to create a private company to manage the commercial rights and delivery of the World Cup. Fifa Forward Enterprise (FFE), which Fifa says it will own and control, would oversee the sale of commercial rights and the operational delivery of the World Cup and its other tournaments.Private investors will be sought to make minority, non-controlling investments in the company, while the governing body also said its member nations would be able to access $20m (15m) in one-off capital. Fifa said the proposal would require the approval of its national member associations (MAs) and the Fifa Council, but has not yet given any indication on when any votes might take place.What will this mean?Fifas media release confirming the proposal was heavily focused on the increased development funding, for stadium projects and so on, that would flow to MAs if the plan was approved, highlighting an expected increase from $8m (6m) per MA to $20m (15m) between 2027 and 2030 alone, rising to $24m for the 2035 to 2038 cycle.Fifas release also talked about an exceptional and immediate tranche of up to $20m of funding available per association from the Fifa Fast Forward Programme (FFFP) as part of FFE. It said participation in FFFP would be entirely voluntary, but that this additional funding would be financed by an initial capital raise of $4.2bn, achieved from investors buying minority stakes.Fifa president Gianni Infantino said on Tuesday this proposal was about the democratisation of football worldwide.The financial incentive to back the proposal, particularly for the less wealthy MAs, will be huge but there are already concerns that in this model, private investors will seek ever greater returns which could lead to pressure being put on FIfa to increase the size and frequency of its competitions and increasingly make decisions based on financial rather than sporting considerations.Josh Kushner has been in talks about becoming lead investor (Reuters)The investor group for FFE is set to be led by Thrive Eternal, founded earlier this year by Joshua Kushner the brother of US president Donald Trumps son-in-law Jared Kushner. That has already led to accusations from Democrat Congressman Jamie Raskin that Fifa is going into business with the Trump family.Raskin is the ranking member on the US House Judiciary Committee, which on Monday called Infantino before it to answer allegations Fifa had been involved in a sustained campaign to secure special favours from President Trump.What has the reaction been?Uefa is believed to have known precious little about the plans until reports first emerged in The Times and the Financial Times on Tuesday afternoon, but issued a furious statement saying the move crossed a line. The statement added: Uefa takes it extremely seriously. So should every national football association. So should every stakeholder: leagues, clubs, players, supporters, governments and everyone who cares about the future of the game. The soul and governance of football are not assets to trade especially with zero transparency as to who gains financially. None of us are the owners of football. Football does not belong to investors. It belongs to the people who fill the stands and who stand on the touchline week in, week out, rain or shine.The World Cup is not a product. It is the greatest competition in world sport, and it was never anyone's to sell. Dress the deal up however you like. Once you have sold a piece of it, you have sold out.Football belongs to the fans. Theres just Indiana.Within the college football ecosystem, the pundits reheated an old topic from last summer, debating which program is poised to make an Indiana-esque rise from the trash heap to the top of the heap.If the options for summertime college football banter are trying to unearth the next Indiana or scrutinizing the foot care of Floridas coach yes, thats actually a topic under debate then I choose the former.Toppmeyer: Dabo Swinney sounds like Hugh Freeze. That's not a compliment Hayes: No one wanted Bill Belichick before UNC called. Disaster was inevitableBut, the boring truth is no program seems imminently poised to replicate the jesters-to-heroes turnaround the Hoosiers pulled off. Asking who's the next Indiana, as if an answer exists, ignores the marvelous rarity of the Hoosiers' outhouse-to-penthouse plot twist.Could UCLA be on the upswing? Sure. Bob Chesney looks like a good hire. He kept James Madison humming after Cignetti left, and hes recruiting well at UCLA.Does Kentucky suddenly have reason for hope? Indeed. How loaded? Recently, when I cast my preseason all-Big Ten ballot, I wrote down the names of more Hoosiers than Buckeyes or Ducks.When the ballots were tabulated, Indiana finished with seven selections on our USA TODAY preseason all-Big Ten lineup, matching Oregon's haul and outpacing Ohio State's four selections. Weve been successful every year in the past, and I dont see any reason why we cant be successful every year in the future.I dont either.Why go somewhere else?
